We have a lot of information on the appeals process - some of which your friend might already know. I don't know how much paperwork your friend has already put in, but I would read through our guides including the one that looks at challenging the assessment report, as that will be a key to overturning the decision.
I don't know whether your friend got a partial award or nothing at all. One thing they need to do is look carefully at why they didn't get the award they hoped for both at the original stage and at the Mandatory Reconsideration. It may be that they had an unreasonable assessor (which happens), but sometimes it's because the claimant has not demonstrated through what they've said and any additional evidence that they meet the PIP criteria. It's hard sometimes for people to accept that, because it's such a demoralising process, but it's important to look at what was said and see if there's any more that can be added.
