I support a friend who has Parkinsons Disease and we have just been just been through the process of claiming a refund from not only his current council but 2 previous councils going back to 2014. This has resulted in refunds totalling just under £1000.
The point to note is that the only requirement is a doctor's certificate confirming the the individual suffers from a specific 'qualifying' illness and when it was diagnosed. Indeed, for certain illnesses there isn't even any need to show how the impairment affects an individual if at all.
The entitlement varies according to whether the person lives alone or not but those that do live alone will be completely exempt from paying council tax.
