New style ESA no entitlement to disability premium

After 18 months of making a new claim for PIP then requesting a Mandatory reconsideration and eventually going to court for appeal, I have been awarded high rate care and high rate mobility. I am in the ESA support group yet have been told by DWP that I am not - and never will be - entitled to any disability premiums as I am in receipt of 'contribution based new style ESA' as a Universal Credit claimant.
Is this a way of DWP fasing out disability premiums under new Universal Credit claims? If so, when was this announced and how can this be deemed fair?!

Hi Tina

If you are awarded Limited Capability for Work then the NE ESA is only payable for a year, if you receive Limited Capability for Work Related Activity then it is payable for as long as you meet the criteria, you would also receive an additional premium, (LCWRA) £341.92 pm which is not dependant on you receiving PIP.

There are no SD, ED premiums under UC, although you may qualify for the LCWRA element providing you meet the criteria, in your case Tina, you would meet the criteria.
