You can request the type of appeal you want. Paper-based ones are the least successful because the panel don't have the chance to ask the claimant anything, but some people feel that's best for them. Some are being held face to face and some are being conducted by video.
Even though some people request paper-based the panel sometimes refuse and say they want to see the claimant.
