Hi, So sorry to bother you but I'm at my wits end at the moment. We received my daughters ESA to UC migration letter, we have until November 9th to complete it, and I have been holding off completing the darn thing as I am unsure as to whether she qualifies as having complex needs. She is in her 40's but has learning difficulties and requires a lot of help reading letters, filling out forms etc., she suffers from panic attacks when she is in situations she can't deal with or process. Does she qualify as having complex needs? I'm also going to have difficulty with the ID side of things as she doesn't have a passport, driving licence or anything like that. Would we be able to use her birth certificate, letters from hospital, DWP and such like as I.D? Sorry for so many questions but I really don't want to mess up the form. Hi Angie
Yes she would have complex needs according to DWP criterion.
I would not try and pre-empt the UC ID verification. There are various options available including a home visit from the DWP Visiting Team.
