  			 				Hi..
I am migrating from esa support group to universal credit & feeling very distressed like many of us.. I know that my transitional protection (disability premiums) will be counted as extra income when my council tax is recalculated in my area.. Does this mean the transitional protection will also be counted as extra income & therefore exclude me from free dentist & optician & travel costs too?
 
Also I notified housing benefit of a rent rise in early september but it still hasn't been processed yet.. I am supposed to fill the UC form in with help from CAB next week.. Will UC still pay the rent rise even if housing benefit hasn't processed it yet.. At the moment I receive the 2 bedroom rate but the rent rise is still below the local housing allowance rate.. When I contact HB they say their computer systems are being updated which is causing delays.. This is making me too afraid to begin the transfer in case it causes more complications.. But if I delay it will mean I am migrating over Christmas when I go to stay with my elderly Mom..

The problem we are having giving advice on Council Tax and UC Migration is that each Council has its own separate Council Tax Reduction Scheme with different fences to jump to qualify for a reduction. Many Councils have outsourced their Council Tax function to outsourcing companies such as Liberata and Capita which are focused on cutting costs, integrating AI etc which may be bad news for Benefits claimants.
The stories I have heard is that these councils are taking advantage of UC Migration to increase their income from Benefits claimants. So any increase in Council Tax following the move to UC needs to be examined carefully for errors.
I am glad that you are using the Citizens Advice Help to Claim service for your new UC claim.
As you have reported your rent rise before UC Migration you are not going to experience a reduction in your Transitional Protection as you would if reported in or after your second UC Assessment Period.
The rules on free prescriptions are made by the NHS and are as follows regarding Universal Credit....
"While you're waiting on your Universal Credit decision -
Until your first assessment period is complete, Universal Credit doesn't entitle you to help with NHS costs.
If you need to pay for any NHS charges, for example, prescriptions or dental treatment, make sure you get a receipt and ask how you can claim a refund.
If you pay for a prescription, ask for a refund receipt called an FP57 when you pay - you can't get one later."
 
The NHS provide an online Help with Health Costs checker ( link below )

In terms of UC the NHS site says we are allowed up to £435 in an assessment period or £935 if we receive limited capability for work to receive free dentist & optician.. With transitional protection for disability premiums I will receive £1,060 as will many others.. What I am asking is if this will be classed as extra income or earnings & remove our right to free dentist & opticians? Is our transitional protection going to be classed as extra income & therefore affect lots of other things we were entitled to before migration?

No, the NHS disregards your Transitional Element in full. It is only any earnings from employment that are considered.
