Pansioner still gets DLA requesting change of circumstances

An old person gets a pension + the lowest care DLA. Her needs have increased, and it is not clear what she needs to do. Can she request a change of circumstances on DLA (born after 8 April 1948) or apply for Attendance Allowance? The rules are so confusing. I'm afraid they will ask her to move to PIP because she was born after 8 April 1948. Can anyone help me?

I would ring the benefits line and ask them. I'm not sure that they will say when there has been a change of circumstances and her needs have increased. I suspect that because she is above state pension age, they will say that she has to apply for Attendance Allowance. But you need to check with them - you don't want to find she is without any money.
