Have a look at the following document, it contains a contact number for the DWP unit managing the transfer of IB claimants living abroad.

If you Google:

E213 benefit france

This webpage of E-form abbreviations is the eighth result (your post is the second result):

ec.europa.eu/employment_social/soc-prot/schemes/eform_en.htm

E213 = Detailed medical report

To get the details, you have to Google:

E213 "Detailed medical report"

and the second result (again, after your post, which is the first), is a link to a PDF file called, "Coordination of Social Security (II)":

When you search the PDF in Acrobat for:

E 213

you discover:

E 213 – Detailed medical report

• This form is used to establish the degree of invalidity by all institutions to which legislation the pension applicant was subjected.

• An institution of one country requests medical examination of a person whose residence is in the territory of another country.

Hope that helps. :)
