Is the Mobilising descriptor on the ESA50 meant to cover only indoors or can it cover outdoors or both. I ask because according to the Handbook it states that:-
"This activity relates primarily to lower limb function. It is intended to reflect the level of mobility that a person would need in order to be able to move reasonably within and around an indoor environment. It is not intended to take into account transport to or from that environment."

As you have hi-lighted the ATOS advice, which is vetted by the DWP, suggests that the test relates to indoors, however, the relevant descriptor merely refers to level gound, so there is no legal requirement in either way.
