Yes, but to be honest, even this is not enough, the letter needs to explain why you are not capable of Work Related Activity, which may be difficult as there is no clear definition of what constitutes WRA.
Also, even if accepted, such a letter would only be considered in connection with the Exceptional Circumstances rule (Regulation 35), as it would unlikely to be relevant to any of the Support Group descriptors, unless it went on to specifically reference them and explain your limitations in context to them.
