A quick internet search would suggest that it is this company that is actually doing the assessment as to whether you meet the Blue Badge criteria set by your local authority.
I guess that you are not in receipt of DLA Higher Rate Mobility as this should passport you through without an assessment, so you will need to explain why you have restricted mobility, there is no definition of level of restriction you need to have although it is probably reasonable to assume that it less than the 50m usually associated with DLA, however, I cannot say how much less.
You should assume that walking distances that limited by severe discomfort should not be considered, also your manner of walking, speed, and whether you can repeat the distance should also be relevant.
