IB Claimants also receiving DLA High Rate Care were excused from PCA reviews, however, this does not apply to ESA.
This does not mean that your son's partner will definitely have to attend an ESA assessment, ATOS may be able to make a recommendation on their claim without the need to see them, this will to a considerable extent be dependant on what is stated in the ESA50 and any evidence that is attached.
Even if they are required to have a face to face assessment, it may be possible for this to be held in their home, although they will need the support of their GP to arrange this,
Please be aware that both the ESA Descriptors and Regulations have been updated since you were last assessed, so they will need to refer to the latest guides to ensure that the information entered into the ESA50 is relevant.

I think you mean DLA higher rate care. DVLA is the government department that deals with driving licences, registration documents and medical conditions that may affect a person's ability to drive.

As a starting point, they can feed their details into one of the online benefit calculators, Turn2Us.org has a good reputation, failing that they should get face to face advice from a trained advisor. See

As I'm sure you're aware the DWP Benefits Enquiry Line (BEL) is now closed.
Although part of the DWP, I found them to be extremely helpful on most occasions.
Sadly, a sign of the times. CAB's are closing down, Community Law Centres and many other agencies that used to provide advice to chronically sick/disabled people. It's now virtually impossible to get legal aid for welfare rights related issues. However, criminals including murderers, rapists, burglars and the like can still receive legal aid and if denied it, use the Human Rights Act 1998.
What about the human rights of the sick, disabled and the elderly ?
