I couldn't offer any comment on whether they had lost your file, or not.
This does seem to be an abnormal situation and response though.
I am aware that ATOS have been struggling to carry out F2F's in some areas of the country. This time of year will be the peak time for staff holidays as well.
However, that doesn't explain what has been going on for the past 5 months.
You could contact your M.P. as MHB suggested.
Or, you could make a formal complaint to ATOS :
