It is Regulation 49 of the following
www.legislation.gov.uk/uksi/2013/379/pdfs/uksi_20130379_en.pdf However, these Regulations only apply to claimants applying for ESA under the Universal Credit, this will not happen before October and seems unlikely to happen even then.
There is no equivalent clause in the existing Regulations, as far as I am aware.
