Regarding a paper based assessment there is a procedure they (DWP follow) which is in the PIP handbook (I think). Broadley speaking a F2F is usualy for new claiments and for renewals if evidence is inconcistent with previous PIP award. Unless terminaly ill F2F is the norm but the DWP do try to do a paper based if they can as it saved them money. Phone based assessments are suppost to clarify what is in your application against the PIP descriptors.

Shocking but I am unsurprised these people are rude and don't care, The reason they don't care is the are targeted to reduce these payment going out. test the claimants to see how far they can be pushed. With solid evidence I have had my Pip go from Mobiliy enhanced, and care standard to zero. Any manly because I took them to tribunal last time
