TOPIC: severe disability premium

severe disability premium 1 week 1 day ago #241239

Hi

Confused about SDP I am in receipt of esa cont based and income based support group. I have just been award standard rate Daily living rate PIP. My partner spends well over 35 hours caring for me. He has no disabilities and therefore claims no benefits. As part of a couple (unmarried, no dependents) with only one of the couple getting pip, will SDP be added to my ESA or should he claim Carers allowance? I'm hoping the SDP (single rate) is added as we get very stressed filling in yet another claim form.

Could you shed any light on this situation please?

Thank you

Hi Helen

There are three sets of criteria that you will need to meet.

The first is that you are receiving or entitled to receive an Income Related benefit such as ESA(IR), Income Support, Pension Credit, Universal Credit does not have an equivalent to the Severe Disability Premium..

Secondly you need to be receiving an enabling benefit such DLA MRC or HRC, Attendance Allowance or PIP Daily Living.

Lastly, you need to meet the eligibility criteria. You need to live alone or be considered to be living alone and no one must be receiving Carers Allowance for you.

As you can see you would not be eligible for the SDP as you live with a partner. They could see if they were eligible to claim carer's allowance, but if they are working, they cannot earn more than £125 per week.

Thanks for answering. Is there any carers application form help guide? I had a look and couldn't see one.

Will there be more F2F for the carers allowance? Don't think I can go through it again just yet.

Hi Helen

If you are single the severe disability premium (SDP) is included in your award if:

you receive a qualifying disability benefit (Attendance Allowance, constant Attendance Allowance, the care component of Disability Living Allowance at the middle or highest rate or Personal Independence Payment daily living component at standard or enhanced rate); and
no-one gets paid Carer's Allowance (CA) for looking after you (if your carer is eligible for CA but does not receive anything then they do not count); and you have no non-dependant adults living with you (unless they are also receiving a qualifying disability benefit or are registered blind)

If you are in a couple you can receive the severe disability premium if:

you both receive a qualifying disability benefit (or one of you receives a qualifying disability benefit and the other person is registered blind); and
you have no non-dependant adults living with you (unless they are also receiving a qualifying disability benefit or are registered blind).

Where both members of a couple receive a qualifying disability benefit you will receive a couple's rate of SDP if no-one receives payments of Carer's Allowance (CA) for looking after either of you (if your carer is eligible for CA but does not receive a payment then they do not count).

If someone gets Carer's Allowance for one member of the couple - but no one gets Carer's Allowance for their partner - then SDP is paid at a single rate.

Hi Helen

There is no face to face but you do have to do a phone assessment.

Every application I have done for CA has been done over the phone, you have an initial phone call who check your eligibility, if you pass they then put you through to another department who do the application there and then, you will need details of the person whom you are caring for such as NI number what benefits they claiming, i.e (DLA middle care/daily living PIP/ AA) their name and address.

CA unit contact number is: 0800 731 0297

Hi Gary

Thanks for the info. So is it just a case of confirming details? They don't have to go through every single thing they do for me and how long it all takes? Just want them to be prepared, my partner (carer) is not good on the phone either. :(
