Changes to the Motability scheme announced last November came into force last week.  The changes include applying VAT to advance payments and adding insurance premium tax to insurance contracts on the scheme.

The changes were announced in November, when the government removed “luxury” vehicles, including BMW and Mercedes from the Motability scheme.

VAT will apply to the one-off top-up payments paid by claimants who need a more expensive vehicle, if they ordered from 1 July 2026. 

The charge does not apply to wheelchair accessible vehicles

As readers pointed out when this plan was first announced, many Motability users need a larger car because they are unable to get in or out of smaller ones unaided.  They will now be obliged to pay VAT on the extra money they have to find in order to obtain one of these cars.

Insurance premium tax at 12% is now payable on all new contracts on the Motability scheme.

The mileage allowance for new contacts has also been reduced from 20,000 miles a year to 10,000 miles, whilst the excess mileage charge has increased from 5p per mile to 25p per mile. More information is available on the Motability site.

Work and pensions secretary Pat McFadden claimed:

“Today’s changes are driven by the fairness that underpins this Government - fairness for the taxpayer, fairness for disabled people, and fairness for the country.

“We’re saving £1 billion of taxpayer money by removing VAT relief from some new Motability leases, whilst ensuring the scheme still supports disabled people’s mobility and independence.

“We’re building a fair welfare system and an economy that works for everyone.”

    Hi Wynn,

    I think you’ve made a little bit of a mistake! The total mileage allowance is 10,000 miles per year so you are allowed 30,000 miles in total for the three years you lease your Car. I hope this helps cause I think you got a little bit confused.

    Firstly I think all MPs should have their wages halved then the expenses credit card they have should be cut up. I can remember an MP putting on £35,000 in expenses for his duck pond in the garden! Also when an MP attends Westminster they get an extra payment for attending (funny how no other employee gets extra money for going to work) also they should abolish the extra home MPs get when they do not live in London and easy fix is by a block of council flats, then they can rent them out of their wages. I’m sure we will save a lot of money that way and I’m sure I am not singly minded in this. I’m sure other people will agree. We always go for the disabled. I’m telling you now it will be the pensioners next I can see the triplelock pension next for the chop.

      @davepearce I've certainly suggested the idea of having a block of flats for MPs - with full internet capabilities and security - for those MPs who do not actually live in London i.e. the majority. 

      It would save a fortune every year and make security more straightforward as police etc would only have one place to guard rather than 600+

      The current system that alloes them to purchase or rent a second home in London - often a large family home, rather than a reasonable sized 1 bed flat - at our expense is ludicrous. We're paying for some of the most expensive real estate in the country for each MP for the length of their tenure as MP; have no claim to use any of them during their generous periods away from the House; and they get to pocket the proceeds, if it was purchased, when they ultimately sell in after retiring or losing their seat! 

      The expenses scandal didn't end with that duck house - it's been continuing unabated ever since.

      I'm not sure about the daily attendance allowance for MPs. I know members of the Lords get a daily payment for the days they show up (and, for many, spend the day in one of the subsidised bars and restaurants), but nit so sure MPs get similar?

      We need reform of both houses of Parliament and, thankfully, this is being started with the HoL which will see large cuts in Nos starting in this session of Parliament.

    Have been informed that as my home location is deemed rural by the government that motability will allow an extra 3000 miles per annum if and when I renew my lease  THIS IS COPIED DIRECTLY FROM MOTABILITY EMAIL

    However, we know that if you live in a rurally isolated area, you may need to travel further to reach everyday services, like food shopping, healthcare and education.

    Your postcode is in an area where national government data shows access to these services is more limited. This data helps us determine the most rurally isolated customers. Because of this, you’ll get an extra 3,000 miles each year on top of your standard mileage allowance. This additional mileage is only available for leases on our new terms and conditions. It will automatically be applied to your lease, you do not need to do anything or contact us.​

    If you order your vehicle on or after 1 July 2026, your lease will include the additional 3,000 miles as well as your standard mileage allowance of:​
    30,000 miles included over a three-year lease,

    Well, the school run, work, and shopping from a small town already hits me for over 50 miles a day.

    You can't pay until the end of the lease, and you can't set money aside without triggering the DWP with either savings or 'diversion of income', and the idea that 27 miles per day is all anyone needs before needing to pay for 'excess' is madness. 

    I only did this in February because it seemed the best option, but in three years I'll go back to a used car.

      @Wynn Have to use CASH, then take that to the post office and get them to convert it into a postal order and pay Motab that way!  They will soon re think this if enough of us do it!

      @Dr John On the whole I agree. 
      However, our country is facing multiple issues simultaneiusly:
      * a burgeoning pensioners group which still has 6.5yrs worth of Baby Boomers to be added to it (the last to hit 60 did so in 2025)
      * far more people living longer and hence claiming State Pension
      * more that ever before seemingly disabled and claiming ill-health/disability benefits
      * far few people in the workforce and contributing to the economy both with via taxes on wages and money spent in shops, services etc
      * fewer people spending in businesses here in the UK - shops, restaurants, pubs, holidays and other leisure activities

      That all contributes to a big black hole in the country's finances. It has to be addressed somehow and all of us will have to do our bit in the efforts to fix it. Yes, that may well mean an end to the triple lock on the State Pension - but if safeguards are in place to ensure the neediest don't lose out, it will be OK - not great, but OK.

      We have to address why so many young people are not in education, employment or training - the so-called NEETS - and work on that is due to be reported on shortly. Let's hope there are some realistic and concrete steps put in place to address this issue, or we all may as well give up! Whatever happens, employers need to step up and create more apprenticeships and other training opportunities as existed when I started work in 1979. Employers in local communities need to be proactive in being part of school student's future planning when they're considering further school study then Uni, or college, or an apprenticeship.

      There's no good saying we're going to build 90,000 new homes a year (needed to replace many crumbling buildings and changed demographics - more single person households), if we don't have thd brickies, roofers, carpenters  sparkies etc to build them! 

      It's not just home. Many of our hospitals and schools are crumbling. They need replacing. As does much or our network of sewers - much built in Victorian times. 

      We also need more nurses, radiographers, doctors, dentists, care workers etc. They should largely come from our own youth, but will need training for that.

      How we address all of these things as a country will mean some sacrifices in some areas. Some things can and should be done differently to streamline them - work smarter. 

      Is the current system of delivering help to disabled people working? No! I, like many other people, waited over 2yrs for my UC WCA - finally getting full LCWWRA a mongh agoand the backdated payment last week! Haleluyah to that - but had I had it 2yrs ago, I wouldn't have lost my home of 21yrs last Dec! 

      I, too, am worried about the future, but things have got to change in this country of ours or everything will just collapse.

      @Pj The government think equality is their objective but unfortunately not all people are equal and the disabled less equal than others . The bench mark should be equity but this government is moving away from equity and equality and seeking to punish the disabled for their disability by making them significantly disadvantaged when compared to the fit and able.

    Your right increases in MP,s pay and expenses are brushed over as they are obviously helping there community, God forbid getting money off there mates to do it and encourage God knows what, and what is failed to be mentioned, what it's like to live on benefits for the rest of your life, because employers don't want disabled people who cannot keep up with the fast pace of a work environment. What They want to know instead is what PIP is spent on and want claimants to only spend it on disabled extras. I might be cynical, but they have plenty of donors, sponsors or " friends" who could provide this service another way of making the disabled poorer and these companies who never do there jobs earn millions, same as PIP assessment companies never need to sack or tell off assessors as there are obviously doing such a great job. I wonder why Appeals get passed if always right. I bet the enquiry doesn't look into that either.it's just jobs for they mate's companies,they should be, but aren't ashamed. And it's still disabled folks faults.

    Our current car is 19 years old but relatively easy for me to get into/out of. I don't drive due to health reasons but my husband can still drive.
    We were planning on getting a Motability car when our old banger finally gives up the ghost, but not anymore. We can't afford it.
    We don't drive much either, but the charges for going over the 10 000 miles if needed is exorbitant.
    Our son had a small Peugeot and he had to hold both my arms and literally pull me up to get out of his car. Otherwise I was stuck as it was impossible for me to get in/out on my own. He also had to steady me to make sure I didn't fall over.
    We are now trying to save up for another second hand car suitable for our needs.
