There are growing fears that the government is planning to go back on the undertaking of the last chancellor that benefits would be uprated in line with inflation next April.

Back in May, then chancellor Rishi Sunak told the Commons that benefits would be uprated in line with the September 2022 inflation figure, which is almost 10%. 

At the time, inflation was expected begin to fall before April and Sunak said that this would lead to ‘a very significant increase in benefits next year, in excess of the rate of inflation, which will be very positive for those in receipt of them’.

However, the Truss government have already made it clear that they do not consider themselves bound by this.

On Wednesday , treasury secretary Chris Philp refused to commit to benefits rising in line with inflation, saying instead:

"I am not going to make policy commitments on live TV, it is going to be considered in the normal way. We will make a decision and it will be announced I am sure in the first instance to the House of Commons.”

Later, on a visit to Darlington, chancellor Kwasi Kwarteng also refused to be drawn on benefits uprating, arguing:

“We are talking about helping people in the round. It is premature for me to come to a decision on that. But we are absolutely focused on making sure that the most vulnerable in our society are protected through what could be a challenging time.”

However, he did go on to guarantee that the triple lock on pensions would be maintained, suggesting that there are some decisions it is not premature to make.

With the government desperate to find savings to pay for its tax cuts for the wealthy and for large businesses, cutting the benefits bill is an obvious target.

But as Unison’s general Secretary Christine McAnea pointed out:

“Suggestions that benefits won’t rise with soaring inflation and beleaguered public services are to be squeezed is a terrifying prospect. The government seems to have no idea of the damage its foolhardy approach is wreaking.”

Claimants lost out in the last uprating round because inflation took off after September 2021, the month when the following April’s uprating was set.  If they are now to be cheated of the proper rate of increase it will have a disastrous effect on many people’s ability to cope financially.

But Truss is known to have a strong antipathy to ‘recycling’ taxpayers money through the benefits system and it is likely that enormous pressure will need to be brought to bear on the government to ensure that claimants get the support they need.

    I use my pip to pay for liquid meal replacements as I can not eat solids due to having part of my jaw removed because of cancer

      @Am jones I buy ensure liquid meal replacements because I have severe Crohn's disease,  which has narrowed my bowel so much that solid food causes a blockage. They are expensive and I couldn't afford them without pip.

    It’s not a bad thing they ask for documentation for proof of disability. 
    In fact I’m shocked you get any PIP without it, let’s be honest, it’s difficult enough if you have the documented proof already.

    Yet another stressful time for those in need.  I have a spinal cord injury caused by a tumour and radiation.  I’m a wheelchair user, and if it wasn’t for the extra payments I get from pip, I wouldn’t survive.  I’m better off dead and taking my own life, than being a constant drain on society.  Well that what people think.  People look down on me now.  This will create an even more divide between people who can and people who can’t.  No one sees the person with the disability anymore.  It’s like being trampled on in a queue to get to the counter.  I for one won’t live that way anymore.  At least I will be one less person to sponge off the government!!

      @Nigel Aston Nigel, don't let the Tories affect your self worth. I was a single parent in the 90's and you'd think we single handedly crashed the economy and were responsible for all the countries woes. Now it's the turn of the sick and disabled. Ignore the blame culture. You didn't waste billions in the last few years, or give millions away to your mates, like the present government did.

    Iv a mobility car iv lost it once as I was reassessed then they gave me the higher rate again just had a new car all the stress took its tole I got in touch with my Mp who said he would do what he could letter came back just wait 18 months of stress and it’s happening again there saying people with mental health might not get help but all this is causing me stress anxiety and my depression is getting worse

      @A thornton I have heard so many horrifying stories from everyone I know about Capita and their degrading treatment of disabled people and many have to go to tribunal to get pip back when they have been claiming it for years. I had so much stress to get mobility because of the walking more than a metre rule. Everyone who has pip had a real fight to get it. 

      Now after all that they are allowed to just take it away??

      Are we going to see a huge amount of cars going back to the garage ?

      What is this going to look like .

      The government have been paying people cost of living supplements for two years now they are taking away the money that is barely enough if energy prices don’t go up. It’s crazy 

      They say disabled people see it as ‘compensation’ for being disabled.

      £9,000 a year is not compensation it’s a token and yes it helps buy food and dental and the medical help that the nhs doesn’t provide anymore.

      I don’t think anyone realises the impact of your body and brain suddenly not functioning properly anymore until it happens to them.

      There should be a march or something that all disabled people can go on in wheelchairs and with carers and those that support disabled people.

      What about children born with disabilities are they losing their funding too.

      This potential landscape of destroying over 2 million lives of disabled and mentally ill people is the worst thing any government has ever proposed and I don’t think without a radical protest we can stop it with a change of government.

      Is anyone up for standing outside parliament with signs that stop the madness?

    Just look at how badly DFG grants are managed, and the bare minimum of aids and adaptations that are provided. no one knows when they will become disabled and how much it will cost! Many are already trapped in unsuitable, unsustainable housing because there is no alternative. They just have to pay more to stay where they are, and often can’t go out at all.

     If we had a functioning NHS we wouldn’t have to pay extra for dentistry or treatments that involve waiting years for. Our towns and cities are not properly adapted for disabled people. You can imagine where most of these ‘vouchers’ would disappear to, private ‘services’ set up by their cronies! And disabled people would get the equivalent of their shoddy PPE provision in return,  no doubt billions would be unaccounted for and we would be the cash cows, milked to death. Meanwhile disabled people would have to do what amounts to a tax return to justify the cost of their existence.  

    These are basic human needs, UniversaI Credit alone is not enough to survive on, we need PIP to live on as many of us will never be able to work again, much like pensioners cannot. I’d to see all the MP’s receipts for every ‘expense’ they have! Didn’t think so, cuts need to be made from the top down. This is social murder, I would go as far as to say democide if this is allowed. It isn’t about work, or being unemployed -  it should be common sense that some people can never work, so the changes would affect the rest of our lives, there are no miracle cures.  It is about our human rights and it is about time they are held to account, and the public knows this is not a democracy, it is a plutocracy. Anyone can become sick or disabled overnight, we are not all born disabled, even now disability benefits are not enough to live on, being disabled is not  a lifestyle choice. it is part of the human condition….. after they mishandled the pandemic, unsurprisingly more people are disabled now, not just from covid, but all the health conditions that were not managed during that time.  That will be a cost to bear for this whole generation, that’s what happens with pandemics, people don’t just get sick or die, they become disabled as well. Get the tories out!

    I am 75 and use my pip for paying for private dental care. The government is supposed to give us nhs dentists but there are none in the area . I have been on a list for 3 years. 
    This idea of vouchers is ludicrous who is going to implant all this ?

      @Wendy All dentists are private, it is their choice whether to accept NHS patients or not. The Government cannot force dentists to provide NHS care.

    With Labour endorsing the principle that significant changes to PIP need to be made, we can expect something to happen when they form the next government. Let's all think about this and try not to become too despondent 

    Firstly, Labour had to make some sort of response to the Tories' desperate attempt to win back votes from disaffected supporters - so they have played the usual cards, immigration and benefits. Labour therefore needed to counter this by saying they have PIP plans as well. 

    Thinking back to the DLA to PIP migration, this started around 2013 and still hasn't finished, so what more a brand new, even more complicated and frankly ludicrous set of suggestions? They cannot simply stop PIP payments one fine day and post out vouchers instead because there would be chaos everywhere 

    If changes are to happen, this will involve a gradual evolution to a new system, probably starting with new claims being more closely scrutinised if in the opinion of the DWP they are unworthy of state support in the form of cash payments. Just this alone would take years and many worthy claimants will receive unfair treatment. 

    More serious cases, including B&W supporters on here, will be unlikely to be scrutinised with the same vigour. I would expect ongoing awards to remain ongoing because they have at least stated that those most in need of support will continue to receive it.

    There is already widespread opposition to the package of proposals in the green paper with the 2 main objections being that it is unfair and unworkable. I can think of a few more adjectives, but perhaps not for this forum!

    The Government planned this for months possibly two budgets away say they helped the most vulnerable by giving a tiny rise (PIP) with their current inflation at that time for April 2024 and all the long with Labour too that they were bluffing the whole country because they the government care for our disabled and vulnerable people. Rubbish!!

    Extremely unhappy about changes I use my pip for bills and can't pay with vouchers. These changes are aimed at vulnerable people with no way of their opinions at all. I have a long term disability attended all assessments change cannot just be made by a government who do not know what is going on in the real world

      @ Christine Understand how you feel I’m 74 have long term illness if I lose pip I lose pension credit as it has a disability premium I wouldn’t get the lower pc because my state pension is to high I would probably lose housing benefit as well this is very worrying time not voting anymore

      @Anon She may not be the Work and Pensions minister after the election and Keir Starmer has stated he believes in strengthening in the NHS not cutting benefits.

      Again, people with mental health issues are alread in fear and panic over this.  A key issue on dealing with that fear is the words that are spoken. It is much more productive to assume Labour will have a more compassionate approach to whatever changes they bring than just to promote fear and negativity.  As someone who has anxiety and depression myself, I know how important that is.  Let us wait and see what Labour come up with, not just say they will be as bad as the Tories, when Keir Starmer has not indicated this.

    I use my pip to be able to travel to and from hospital, medical stuff that the NHS can't buy/give me.

    On top of being able to pay for food and clothes cause I been advised not to work due to the many health conditions I have.

    And now the tories are trying their hardest to commit a suicide jump on their party which is always falling apart and turning against each other like hungry wolves.

      @Lou Just don’t vote conservatives at the next general elections. If you do then it’s going to become law. They can’t sort out the NHS yet they are attacking the poor and disabled. But that’s what this part has always been about. Make the poor poorer and rich richer. To ensure nobody asks questions, just turn people against each other based on race, scaremongering of other countries or setting   Non welfare dependants against those who depend on benefits

    The money I get from PIP pays for my dental treatment, sciatica treatment and food. It’s not possible to get my teeth done on the NHS. Hopefully the government will come to their senses and realise as people get older they get long term conditions like cancer, mobility issues and mental illness conditions. They need that wee bit extra to survive.

    All this is going to put more people into poverty than making things better it will make more people's mental health worse look at the one's that don't have an ongoing award stop trying to attack everyone who can't get jobs who have a disability or are trying to get a job but don't hear back from employers or either don't get selected by the employer

      @Kurt I would have to stop working if this happens, I cannot walk or get a bus to work,  the job I have is local and I'm supported at work to continue being employed, my travel expenses are £55 a week

      @Bethan Exactly. Since PIP isn't a means-tested benefit, many people who have it either already work or want a job but simply can't find one due to silent discrimination or the lack of suitable stable jobs for them. This is nothing more than a mass attack on the disabled and vulnerable just like David Cameron's Tories did and will only serve to drive away the disabled vote for the Tories (and Labour too since they agree)

    I said to my family these evil conservatives will end up going down the route of the Americans and start replacing cash with vouchers and have a big DWP stamp in the middle so when they go to a supermarket everyone will know they got issues and just look above and see what they propose to change (Vouchers instead of cash payments) complete evil party out to pick on the weak and vulnerable
