Who is responsible for notifying DLA changes?

Whose responsibility is it to notify the DLA about changes if the person has cognitive difficulties and used an voluntary organisation to submit their original application form?

The person isn't capable of regularly reviewing or remembering what was orginally submitted on the form on their behalf.

Responsibility usually remains with the claimant unless they have a recognised appointee, the DWP may decide after the event that the claimant cannot be held responsible due to their cognitive problems, but it is unusual for them to do so before. Doing so might mean that the claimant is not held responsible for not informing the DWP but will not stop any actions that result.

Whatever involvement a voluntary organisation may have in the claimants affairs they have no specific responsibility to notify the DWP of a Change of Circumstances although I would expect most welfare advisors to do so as part of their duties in providing a service to the claimant, however, this does assume that they are aware that a CofC has ocurred in the first place.
