Am pleased to be able to report that ,finally, assurances have been received that monies owing on ESA are to be paid in full.
However no explanation has been offered for the delay so it is difficult to know if malfeasance took place.
It was not necessary to lodge a complaint or file a malfeasance claim.
Many thanks to all however for bringing to light these possible "last resort"options.
My second question is upon entering employment if ESA (CB)runs out how long do you have to work to be in a position to obtain another years ESA(CB)...if such a thing is possible?

Glad to hear your payment problem has been resolved. You can still make a complaint if you have suffered financial loss as a result of the payment suspension, for example; additional bank charges.

There is no easy answer to your question, the calculations are based on the two previous full Tax Years prior to the year of the claim, so for this year (2014) the relevant years are 2011-12 and 2012-13. You need one full Tax year of NI Contributions from working, you should be able to fulfil the second requirement of two years contributions with a combination of NI Contributions from working and NI Credits from your current ESA claim. You need to earn enough to pay NI Contributions so it is not enough to be simply working.
