The likely reason is that you are not the only claimant that this office is dealing with and your file is in a pile waiting to be dealt with.

I think you are assuming processes to have occurred that in all likelihood have not.
Someone will have confirmed that your file is complete, but this will have been done as an administrative process, not a Decision based one.
