Suppose you have a mental illness, for example you have obsessive compulsive disorder and you always buy clothes and then thrown them away the next day. Suppose this happens all the time and you have wasted all your money and got yourself into debt because of it.

Clearly such a person has a mental illness and will waste any money he is given. If they state the above in the form, could it be that pip will not pay him benefit or not give it directly to him because he has such a condition?

I have a similar condition however it is not as bad. I'm just a bit worried they may read it and refuse to give me money altogether as they will think I will spend it on my obsession.

Thanks

PIP does not take into account, when making a Decision, how the claimant might use the money, so you cannot be refused PIP because you would potentially use the monies in an unwise manner.

If this is a problem that you have then you might want to see whether anybody could act as an Appointee for you, that way they can ensure that your bills are paid and you have money for food. I will stress that doing this would be a significant step for you so you might want to discuss it with those who support you to see whether it is a good idea or not.
