It sounds as if the DWP have discovered or had reported to them an anomaly in regard to your neighbours benefits.
It is essential that they attend the meeting, if it is physically impossible for them to attend then they should arrange for the meeting to be held at the their home.
If the meeting is described as being "under caution" then they need to seek legal advice and should only proceed with the interview once they have spoken to a solicitor.
Most of these meetings result in no further action.
