PIP Medical Form & Carers Allowance was created by mo57
Asked for copy of medical assessment, amazed that on several points says not mentioned in form or in at medical. Luckily kept copies of everything and the guide for challenging medical very helpful.
My care needs are much worse so applied for reassessment myself. On DLA middle rate and high rate mobility. PIP to remain the same so awaiting call from Case manager today regarding my mandatory reconsideration.
My husband just started beginning April getting carers allowance for me. He received letter today saying they have reversed decision as I do not received disability benefit to qualify. He phoned and surprise the system is down. Beginning to wonder if anyone knows what they are doing in DWP.

You say that you were receiving DLA Medium Rate Care and that the PIP "to remain the same", do you mean that you have received a Standard rate Daily Living award?
If this is the case then your husband would still be entitled to claim Carers Allowance, it is likely that the original CA claim was made against your DLA and that is why it has been refused either the computer of the administrator who dealt with the claim did not check whether there was now a PIP claim in award.
I'm afraid your husband needs to contact the DWP again to resolve the matter.
