Right Gordon,

1. I receive a PIP 0202
2. I make a claim. Can my carer make the phone call on my behalf and request a PIP1 be sent to me?
3. I forward the PIP1 to the DWP and am issued with a PIP2

Yes, that's how it is supposed to work, your carer can make the call, but you will need to be present to answer the security questions and authorise the DWP to speak to them.
