I know people who are on DLA can be moved to PIPs if they report a change in circumsatnces.

Are people over 65 exempt from this?

If not, will they be able to claim the mobility component of PIPs?

If they were under the age of 65 on 8 April 2013 then there DLA will still be liable to conversion even if they are over 65 when contacted by the DWP.

Reporting a Change of Circumstances should result in an invitation to claim PIP and they would be assessed for the Mobility component as well as Daily Living.

They would need to be in active PIP postcode. See

and obviously the award criteria are significantly tougher then DLA.
