Am I allowed to do this?

I am a couple of weeks away from my appeal hearing for PIP. I am being represented by a welfare rights representative. I wrote a very strong report about the whole claim and the problems with the response from the assessment agency and DWP. It was sent a couple of weeks ago and I very much wanted the DWP to get a copy well before the tribunal. Alas the report won't get opened and even read by by representative until some time next week, which is not ideal as I wanted the DWP to receive a copy and maybe respond.
Would it be OK for me to send a copy to the DWP?

As you have a Representative you really should address this question to them first.

The representative is on leave, so I called the Tribunal Service and I am re-sending the information to them so that it gets distributed on time.

The DWP ignored it and claimed I had brought no new evidence to their attention. As far as they are concerned the assessment report is factual and correct.
My solicitor confirmed as much too saying the best way to challenge the assessment was to have someone do it with more medical authority.
I suppose what I am saying is that I doubt the DWP will respond to your report prior to the Tribunal, unless you have more medical evidence to submit.
The report will be looked at by the Tribunal though because they start again from scratch. If you do have issues with how the assessment was done you can submit a formal complaint to the company who did it. You can also make complaints about the DWP's handling to your MP. You can also submit these to the Tribunal.
I have also heard of people being asked at Tribunal as to whether they had made formal complaints about the assessment. ( I think Atos and Maximus have the procedure on their websites)
I don't think it can hurt your case to document how serious you are in challenging them,
