working age benefit freeze and changes to ESA

Could you explain what exactly does benefits being frozen for 4 years mean. Does this mean anyone who is at a working age will not get any benefit or cannot apply for benefit including housing benefit ?

Has the conditions for the award of ESA changed after the budget ?

It means that there will be no annual uprating of benefit rates for the effected benefits for the next four years.
