18 points and still no pip

hi there my sister in law recieved 18 points oct last year she has rung up and queried as to why she has not recieved it all the dwp kept saying is they are waiting to see if she gets better she rang last week a year to the day of her accident and they are now saying to her appeal but you might have been timed out when you appeall tell them we have made a mistake ??? or you can make a new claim please help shes going out of her mind shes housebound thank you
