This Topic it is the norm to receive PIP renewal/review forms 12 months before the end date of a PIP award.
You don't say who the PIP Assessment provider is, :
Contact Capita. Or
ATOS You could contact the appropriate Assessor and query why they have not provided a Home Assessment this time, when they did so last time, especially if your DIL stiil suffers from the same limitations as last time.
They may well insist that she gets her G.P. to Fax them with a letter supporting a Home Assessment giving reasons.
