In September Annie-rose moved into student accommodation (a small, studio room with kitchenette and ensuite toilet). Her younger brother lives two streets away and helps her for the majority of each day but doesn't claim carer's allowance. She was previously told that she could not claim Severe Disability Premium as she was living with us at that time. Should we now apply for this premium to be added to her ESA?

If she has a qualifying benefit, lives alone and no one is claiming Carers Allowance for her, then she should be eligible.
