DLA suspended without notice

A claimant's DLA will be suspended if they have not made a claim for PIP by the required date, providing they start a claim within the next four weeks their DLA will be put back into payment and any missed payments made.
As your friend has now received a PIP2 form to complete, I assume it is a PIP2 and not a PIP1, then they must have started their claim, so their DLA should now be re-instated.

My concern is about them claiming he has been contacted when no such contact was received.

Arguing about whether they received the original invitation to claim PIP is secondary to their making a claim for PIP, if they don't do so by 12 December then their DLA claim will be closed.
