They produce a report.
The decision maker is supposed to use all the evidence to come to a decision but rarely do. They just use the report. However it is unherd of for a decision maker to behave in the way you describe. You should get a written decision letter with details of points awardd and the resultant amount of benefit or in the case of ESA which group you have ben assigned to.
I cannot understand or explain the behaviour of the DWP.

You will have to wAitfor the letter from the decision maker before we can advise any further. You should ring in the meantime and request the nurses report. You are entitled to a copy and you need it pronto.
