Hi T,
As you had a HR DLA Mobility Award I gather that this was due to your "Walking" limitations or for being "Virtually Unable to Walk" in that you suffered physical limitations.
The "Planning and Following Journeys" part of The PIP Mobility Component comes under "Going Out" which is to assess claimants abilities in doing so who suffer Mental Heath and/or Learning Difficulties
It is the "Moving Around" part that assesses your ability to "Stand then Move" (Walk the appropriate distance due to physical limitations.
For the maximum 12 points for Enhanced Mobility PIP under "Moving Around" alone, you need to show that either you cannot "Stand then Move" at all, or that you cannot "Walk" 20 metres for the "Majority of Days", "Reliably" and "Safely" !
You should receive the appropriate level of points for the highest scoring Descriptor that you fulfil under that Activity.
The following topics may help further with your understanding of The "Going Out" part of PIP Mobility.
Here & Here.
With respect to your PIP MR/Appeal, see : This Post which includes further generic advice.
