DLA until 28 days after their next pay day, until the PIP decision comes into force"
does this mean I will not get my DLA payment now after I sent my form off they notified me by text that they received it on the 8th January?

No, you will continue to receive your DLA payments until four weeks (28 days) after a Decision is made on your PIP claim.
