As long as you copy the exact address as it is written on the pre-paid return envelope that they sent to you !

Yes, you could send a copy of it. (always keep originals)
If nothing else it will show that your conditions is chronic and you are admitted to hospital due to your conditions..
There is nothing wrong with sending older evidence as long as you make it clear that your medical conditions remain unchanged or have deteriorated since the date of the evidence !

All that you need to worry about is posting it in good time to arrive at the return address provided by close of business on the deadline date.
As long as it is signed for as delivered to that address by the deadline, you have fulfilled your obligation.
It is not your responsibility to worry about how longs it takes to arrive at the correct department/office after it is delivered to the return address.
