Hi,
We are on higher enhanced rate of PIP (for severe combat PTSD) but with nothing for mobility. My OHs back and knee injury have got considerably worse and we now need to apply for mobility part. Will we have to go through all the whole palaver again. Not sure OH could cope with another interview/inspection by those idiots at ATOS (or whoever is doing it now). OH is atm in wheelchair and been granted 40% war pension. Thanks

Welcome to Benefits and Work Forum :)

You can report a Change of Circumstances (C of C) in writing to DWP PIP :

Sending Documents to the DWP.

You can also state that you are satisfied with his current Enhanced Daily Living Award and would therefore only like a review of his qualification for a PIP Mobility Award.

However, the likelihood is that they will still review his current PIP Award from scratch which could result in them reducing or taking his Enhanced DL Award away.

You need to try and risk assess his current DL Award, did he scrape in with 12 points, or did he score a lot more points than the 12 required ?

With respect to PIP Mobility, the PIP "Moving Around" Activity part of PIP Mobility assesses your ability to "stand then move" (walk) the requisite distances covered by the Descriptors.

If you have to use a mobility scooter, electric/power wheelchair, or manual wheelchair through necessity rather than by choice for the majority of the time, and cannot walk the requisite distances "reliably" then you should receive the appropriate level of points for the highest scoring Descriptor that you fulfil under that Activity.

So, when filling in The PIP 2 Form if you have to be pushed in a manual wheelchair or use any other form of wheelchair, and cannot walk the requisite distances laid down in the Descriptors, you should state Yes you do have to use a wheelchair through necessity, explaining why, and cannot walk xxx metres aided or unaided, reliably and safely in a reasonable time scale for the majority of days, that being the case of course.

As this is a "Walking Test" any distance that you can move in any type of wheelchair should not be counted against the distances laid down in the Descriptors.

If you can Walk some distance, some of the time, you would need to explain how and why you Need to use a wheelchair for the majority of the other days.

The requisite distance for Enhanced PIP under "Moving Around" is 20 metres !
