Freedom Pass criteria

Quite unexpectedly we received a renewal form for our son's Freedom Pass and after filling it in we were told that he is no longer eligible, even though the pass is valid till 2020. When I queried this, I received an email saying the criteria have been changed, even though we had no notice of this. I quote from the email:

'The reason as to why we require the information is because the Transport Act 2000 changed its criteria last year to be eligible, so everyone that received a pass last year, is being reviewed again this year to ensure that they still meet the criteria.

I can see from our records that Mr X's Disabled Freedom Pass has been deactivated as the criteria now set is that he needs to be registered with the Barnet Learning Disabilities Team and they has responded that he is not known to their service.'

This makes no sense at all. 1. How can an act passed in 2000 have changed the criteria last year, which was 2015? 2. His pass was not issued last year, it was issued several years ago. 3. How can he have ceased to meet the criteria? He still has Asperger's Syndrome.

I would be grateful for any advice here. Otherwise I will be going to my local councillors and if they can't help, my MP (however she's a Tory so probably won't give a monkey's...) As it happens, my son could afford his transport, but there must be hundreds in my borough and thousands nationwide for whom this is a real struggle.
