  			 				Need help understand Descriptor.
If a person is totally visually impaired.
a) Would this descriptor apply?
b) " can you communicate a simple message to other people such as the presence of
something dangerous?"
Whilst one can speak in order to communicate a simple message you need to be able to see message if you cannot see how can you communicate message? Similarly the art of writing typing can only be performed if you can see.
Would such an explanation stand any ground on this descriptor.
Question asked after reading guide.

Sight problems are covered under question 7; Communicating – hearing and reading

Question 6 covers problems with verbal or written communication.
