Hi everyone i hope you are all well can i ask a quick question my friend is writing a letter to support my PIP application but i am unsure of who should she be writing to? should she just say to whom it may concern? or is there a specific term you would use.

Just mark it "to whom it may concern".
The letter needs to have their name and address, they need to explain how they know you and how often they see you and after explaining what they see of your problems they need to sign it and make a statement about how the information is correct to the best of their knowledge.
