I've moved your post to it's own topic, we ask member not to post questions into other member's topics to avoid confusion and the wrong advice being given/taken.
Although your postcode is live for Universal Credit it is not fully live and there are gateway restrictions that may prevent your son claiming UC.
You say that he failed his ESA assessment and an Mandatory Reconsideration? Do you have the MR Notices?
Does he intend to appeal? If he does then he should be able to claim ESA at the Assessment rate once his claim has been accepted and the DWP have been notified. He will need to present Fit Notes from the day after he was found Fit for Work.
