A difficult question!

The Tribunal can only take into account your conditions as they were at the time that you were assessed, so strictly speaking the operation is out of the scope that they can consider. However, if the requirement is the result of a worsened condition then it could still be relevant, of course there will be an expectation that this type of intervention will have a positive effect on your limitations (this would also be out of scope for the panel), so if this is not likely to be the case then you should make this clear If you notify them.
