Hi

I read your recent newsletter (28 Sept) with some surprise, though perhaps I shouldn't have been so.
I am not writing to rant here, but to ask, so far as the type of welfare benefits you deal with, does the government have the delegated power to implement these proposed changes to the appeals process without recourse to parliament?
Or does parliament have the final say on what you have described?
I rather fear that your answer might be that they do have the delegated power, even on something as fundamental as judicial process.
