Both told me that if they do this it will slow my claim down and may even be unhelpful for me as the correct process is for me to submit my claim then the DWP asks them to complete a proforma for their evidence afterwards.
I had thought it would help my claim to submit medical evidence up front with the claim submission. Are my GP and CBT therapist correct?

It most certainly will not slow your claim down and might make a real difference to the outcome. The simple fact is that in the vast majority of claims the medical contacts that the claimant supplies are never written to.
Unfortunately, they are not required to provide your with information for your claim, it's possible that they are simply misinformed but don't be surprised if they still refuse, it can be a convenient excuse not to help.
As an alternative you can request your medical records from your GP practice.

I can see they might not want to do it as it is time consuming but why not just say that rather than come out with a fake and untrue reason? The fact that they. Both gave the same reason makes me wonder if it is true.
I don't feel able to challenge them either. The GP said any letter she wrote at this stage will be viewed by the DWP as her "colluding" with me. Strong words and really weird word choice I thought. I'm only asking her to write the truth about my illness not to pull a fast one on the DWP!!!

There have been no changes to the ESA assessment process! I'm afraid we regularly receive similar stories, it may be that the PCT has made a recommendation not to help claimants.
Challenging them Is probably pointless, if they wanted to support you they would have.
There is always a concern, often misplaced, that in trying to understand their patients problems that a doctor will simply relay what the patient says without any validation being done by them, I haven't met a doctor that would actually do this.
