if i move address from merseyside to cumbria or dumfries
will it count as a change of circumstance, her health cannot change please advise she is very nervous about it and wants to know if she will be flagged up

It shouldn't do. The only potential issue would be if you moved into a Universal Credit Full Service area, from what I can see the DWP the DWP haven't thought of these issues, but it still should not result in a reassessment, Dumfries is not currently on the list.
