I am finding question 12 very difficult to understand. I am filling the form in for my son who is just turned 16 and I am struggling to find any instances that he has had to deal with making a complex budgeting decision. He has a physical disability and he knows exactly how much something is in a shop and how much change he should get in return but he wouldn't actually be able to hand the money over to the cashier is this even relevant in this question??? It seems a strange question for a 16 year old he doesn't have any bills as yet?

This question is about his ability to make decisions about money not his physical capability to execute them, unless those physical problems interfere with the decision process, for example a claimant who was blind.
