Yes, all ESA assessments should be treated as if it is a new claim although you can used evidence from your previous award as long as you can show it is still relevant, the exception to this is if you qualified under the Substantial Risk Regulations where you must provide current evidence that you are effected in this way.
Please use the latest ESA Claim guides as there have been changes to the DWP guidance over the last year or so.
