Is PIP for paying someone to help or is it to cover extra expenses due to a disability?

It's entirely up to you there is no requirement for you to use it any particular way.

Some use it to pay for help, some to cover the extra costs of being disabled like extra heating or aids and some use it to provide help with travel costs, or all three, or something else.

As Gordon said it is up to you how you spend and use your PIP./

However most Local Authorities treat the daily living element as Income when assessing how much a person must contribute for their care that is provided by on on behalf of the LA.

The Mobility component is not included in the income calculation.

it also seems to be the norm for LA's to include the whole amount of the enhanced PIP daily living into account as income. With DLA there was a definate diistinction betwen day and night care so if LA only provided night or day care only the Middle rate Care was/should have benn included as income.
