esa contribution ends and ESA3 form

Had a WCA assesment on 28th Feb 2017 so waiting for a brown envelope to arrive in a few weeks time with results.

Mean while my ESA WRAG CB ends today as I have had my 365 days, so I have an ESA3 form to fill in to get non-contribution based ESA.

So my question is would this be classed as a new claim bearing in mind the new changes on 3rd April with the WRAG group and losing £30.
