Renew blue badge under pip

Hi, a friend has just rec a renewal letter for a Blue Badge under PIP. I have phoned the council on behalf of my friend, who has a score of 10 for moving around, and they told me that if you score 8,10,12 you are able to have a blue badge, if you score under 8 that you will not be able to claim a blue badge EVER AGAIN as you have been turned down by pip for moving around.
Surely this cannot be true?

PIP is not a requirement for a Blue Badge. You can apply to your local authority without having a PIP award.
